Description
Fulton County is seeking a qualified consultant with substantial experience developing or modifying rural land valuation schedules. The scope includes valuing small and large rural tracts; reviewing sales to determine timber and other non-land values; classifying tracts by size, accessibility, desirability, and land type; developing adjustment schedules and absorption rates; preparing narrative documentation; and generating sales ratio studies for all property types. The schedules must comply with Georgia Department of Revenue rules and regulations and be uploaded into the Enterprise Assessment and Tax system. Deliverables include monthly written status reports, land values, extracted sales data, tract classifications, adjustment schedules, methodology documentation, and sales ratio studies meeting Department of Revenue and Board of Assessors standards. Development and testing are expected to be completed by the first quarter of 2027 for use in the 2027 tax digest. The solicitation requires a technical proposal, compliance and purchasing forms, insurance documentation, and a cost proposal.
