Description
The Department of Veterans Affairs is soliciting a single-award, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for weekly commercial document destruction and disposal services at three Black Hills Health Care System campuses. The contractor must provide labor, personnel, equipment, supplies, secured vehicles, supervision, and approximately 96-gallon lockable wheeled bins, with service scheduled once weekly between 7:00 a.m. and 3:30 p.m., Monday through Friday. The contractor will service up to eight bins across the locations, with quantities subject to a 15% increase or decrease at no additional charge. Historical government data reports approximately 72,000 pounds of documents destroyed in fiscal year 2024, but estimated quantities are not guaranteed. Services include interim destruction and final destruction of paper records and sensitive media, including CDs, DVDs, VHS tapes, magnetic tapes, floppy disks, and labeled prescription bottles. Paper must be cross-cut to 1-by-5-millimeter particles or otherwise destroyed to a non-readable, non-reconstructable condition; CDs and DVDs must be incinerated or shredded to the specified particle size. The contractor must provide monthly weight reporting and invoicing through the Tungsten Network and issue a Certificate of Destruction within 30 days of pickup. Personnel and subcontractors must satisfy VA credentialing, citizenship, background-investigation, drug-screening, badging, training, security, and documentation requirements. The contractor must maintain general liability, automobile, and workers' compensation insurance, comply with HIPAA and VA information-security requirements, and maintain quality-control programs.
