The South Dakota Department of Transportation is requesting proposals for comprehensive cleaning and caretaker services at the White Lake dual-site Interstate 90 rest area, located at mileposts 301.2 and 301.7. The contractor will maintain restrooms, buildings, picnic areas, grounds, lawns, sidewalks, pet exercise areas, water and sewage systems, trash and recycling containers, and related facilities. Duties include daily inspections and cleaning, lawn mowing and weed control, minor plumbing and electrical repairs, kiosk and video-surveillance-system maintenance, annual deep cleaning, litter removal, recycling, and snow and ice removal from designated areas. The contractor must provide personnel and necessary equipment, vehicles, fuel, parts, and other materials for normal maintenance and repair. The contract requires daily on-site coverage, including a minimum twelve-hour duty period during specified peak-season dates, compliance with dress and safety-apparel requirements, maintenance records, and correction of deficiencies. Proposals must include the completed RFP form, executive summary, detailed technical response, and cost proposal, along with information on at least three similar prior service contracts.
