Description
U.S. Customs and Border Protection's Special Operations Group requires continued use of a holistic personnel assessment system supporting selection, certification, and performance development for BORTAC and BORSTAR. The requirement includes annual licensing, maintenance and modification of proprietary software, technical consultation, and additional configuration or expansion of capabilities. The existing system must remain operational while BORSTAR requirements are integrated into the established assessment framework, preserving consistent methodology, data structures, reporting, and longitudinal performance analysis. The system must support Industrial/Organizational Psychology-backed assessment methods, high-performance modeling, subject-matter-expert consulting, and a customizable commercial off-the-shelf software solution. The notice states that the Government intends to proceed on a sole-source basis with Horizon Performance LLC because it developed and maintains the existing proprietary platform and configurations.
