Description
The Department of Veterans Affairs is soliciting a single-award, firm-fixed-price indefinite-delivery, indefinite-quantity contract for fire and smoke door inspections, automatic door inspections and preventive maintenance, service-call response, repairs, and inspection and service reporting at an occupied medical center. The scope covers approximately 124 manual fire and smoke door assemblies and 57 automatic doors across the campus. Manual door assemblies must be inspected semiannually in accordance with NFPA 80 and NFPA 105, while automatic doors must receive semiannual inspection and preventive maintenance under applicable ANSI/BHMA standards by AAADM-certified technicians. The contractor must provide 24/7 service-call coverage, meet same-day, next-business-day, and emergency response requirements, furnish repair parts and materials when ordered, and provide searchable PDF, Excel, and paper reports. The contract has five 12-month ordering periods, with a guaranteed minimum of $2,500 and a contract maximum of $750,000. The solicitation is a 100% Total Small Business Set-Aside under NAICS 541350. Quotes will be evaluated on technical capability, past performance, price, and veterans involvement. The technical volume is limited to 10 pages, excluding certificates and a sample report, and must address the inspection and repair approach, personnel and certifications, response capability, healthcare experience and quality control, and subcontracting. The price volume must include the signed SF 1449, completed price schedule, required representations, and acceptance of the solicitation terms.
