Description
The City of Riverview is soliciting statements of qualifications from engineering firms authorized to practice in Michigan for professional services supporting a proposed on-site leachate treatment and pretreatment plant at the Riverview Land Preserve. The anticipated scope includes planning, site investigation, treatment-process and technology evaluation, PFAS and emerging-contaminant treatment, design, permitting, funding support, equipment and construction procurement support, construction administration, quality assurance and quality control, startup, commissioning, performance testing, operator training, and project management. The procurement uses a qualifications-based selection process. Respondents must provide firm qualifications, relevant landfill leachate and water/wastewater experience, PFAS or emerging-contaminant experience, key personnel resumes, subconsultant information, project approach and methodology, a high-level schedule, funding-program experience, at least three similar project profiles, at least three client references, Michigan professional qualifications, and the other checklist items identified in the RFQ. Cost or fee information must not be included with the qualifications submission; the selected firm will provide a detailed fee proposal during negotiations. Attachment B, Certification Regarding Lobbying, is required if the anticipated professional-services contract exceeds $100,000.
