Description
The City of Edinburg is soliciting bids for the receiving, sorting, processing, storage, marketing, sale, and transportation of recyclable materials, scrap metal, and electronic waste collected through its Drop Off Center, Commercial Recycling Collection Program, and Office Recycling Programs. The scope includes paper, cardboard, plastics, glass, aluminum, tin, steel, bi-metal containers, and scrap metal; collection services are specifically excluded. The contractor must provide labor, equipment, approved permitted material recovery facilities, certified scales and weight tickets, contamination removal, commodity marketing and sales, monthly payments and reports, and quarterly and annual reporting. The contractor must respond to pickup requests within 24 hours and keep facilities available Monday through Saturday, subject to stated holiday exceptions. The initial contract term runs from the award date through September 30, 2027, with an option to extend for one additional fiscal year. Subcontracting requires the City's written consent, and the bid requires insurance, specified vendor questionnaires and statutory certifications, and pricing by commodity and processing fee.
