Description
The Delaware Department of Services for Children, Youth and Their Families, Division of Family Services, is seeking qualified organizations to design, implement, and manage an educational mentorship program for children and youth in foster care or recently aged out of care. Services must be available statewide, although bidders may propose coverage in one or more counties. The program will match eligible youth with trained mentors who provide consistent academic support, homework and study assistance, educational advocacy, school engagement, transition support, self-advocacy development, and coordination with youth, caregivers, schools, DFS caseworkers, educational decision-makers, and community partners. Mentors must be screened, trained in trauma-informed practices, supervised, and qualified through relevant experience; they must also have valid driver's licenses and complete required criminal and child-protection checks. Proposals may use a cost-reimbursable or unit-cost compensation model. All bidders must submit the provided budget and salary-detail forms and a detailed budget narrative. The total annual budget is $250,000. Required program administration includes documentation in the Department's FOCUS case-management system, service and outcome tracking, monthly and quarterly reporting, annual outcomes and staffing/training reports, critical-incident notifications, safety protocols, and cooperation with monitoring and case-file reviews. The anticipated contract period is from contract execution, ideally no later than October 1, 2026, through September 30, 2029, with optional extensions for up to five years, subject to funding, performance, and continuing need.
