Description
The City of West Haven is soliciting sealed lump-sum bids from qualified contractors to perform environmental clearing and sediment removal at the Woodmont Road Bridge over the Oyster River. The work includes removing accumulated sediment and phragmites, clearing sediment, vegetation, and debris from two partially silted box culverts, loading and hauling removed material, lawful off-site disposal, disposal-related testing, traffic control, police details, mobilization, environmental protection, and restoration. The contractor must comply with the Connecticut Department of Energy and Environmental Protection authorization, applicable environmental requirements, prevailing-wage requirements, and federal American Rescue Plan Act requirements. The project must be completed by December 15, 2026. A 5% bid bond is required for projects exceeding $50,000, a 100% performance bond is required after award, and a 100% labor and material payment bond is required for contracts exceeding $100,000. Required submission materials include the bid form, W-9, City vendor application, City disclosure and certification affidavit, and any required licenses or certifications. The bid package requires one original and three copies in a sealed envelope.
