Nueces County is soliciting a lump-sum contractor to abate regulated asbestos-containing materials and demolish the approximately 132,000-square-foot, six-story 1914 Old County Courthouse. The work includes negative-pressure asbestos containment and wet removal; removal and disposal of asbestos waste; demolition of the building and foundations; removal or disconnection of site utilities; tree, storm-line, sanitary-sewer, and waterline removal; construction-debris disposal; final site regrading, drainage improvements, stabilization, and cleanup; and preservation, relocation, and storage of designated historical artifacts. The contractor must provide all labor, supervision, tools, equipment, permits, security, traffic control, dust suppression, safety measures, and required environmental compliance. The project includes a 135-calendar-day base bid and an alternate allowing the bidder to propose a different completion period, with liquidated damages of $250 per calendar day for late completion. The solicitation requires a mandatory pre-bid conference and walkthrough, a five-percent bid bond, and performance and payment bonds each equal to the full contract price after selection. Bidders must submit qualifications, five similar completed projects from the last five years, subcontractor and equipment information, required affidavits and certifications, and addenda acknowledgment. The specifications require licensed asbestos personnel, TDSHS notifications, asbestos waste hauling and disposal documentation, air monitoring, a NESHAP competent person, prevailing wages, and extensive pollution liability, general liability, automobile, umbrella, workers' compensation, and employer's liability insurance.
