Description
The Town of Shelter Island is soliciting proposals for professional consulting services to conduct a review of its Comprehensive Plan Update under New York State's State Environmental Quality Review Act (SEQRA) and recommend a determination of significance. The selected contractor will review the draft plan for potential environmental impacts; advise the Town throughout the SEQRA process; complete Parts I and II of the Full Environmental Assessment Form; prepare a draft Part III evaluation and supporting recommendation; review the complete EAF with the Town Board; and revise the evaluation as needed. The scope also includes presenting the SEQRA methodology at a Town Board work session, attending proposed public hearings, and preparing presentation materials. If the Town Board adopts a positive declaration, the contractor must prepare a Draft Generic Environmental Impact Statement, assist with public hearings, prepare the Final Generic Environmental Impact Statement, and prepare a Findings Statement. Proposals must include firm qualifications, key personnel and resumes, a work plan and schedule, deliverables, and a lump-sum or not-to-exceed fee proposal with task-level costs and reimbursables. At least three municipal references for similar services completed within the last ten years are required.
