Description
The East Yancey Water & Sewer District is soliciting Statements of Qualifications (SOQ) from firms capable of providing engineering, planning, and construction inspection services for the South Toe River Wastewater Treatment Plant (WWTP) and East Yancey Wastewater Collection System Improvements project. This project aims to improve the district's wastewater system to be more resilient to natural disasters, utilizing funding from the State Revolving Fund Supplemental Appropriations for Hurricanes Helene and Milton and the Hawaii Wildfires, in conjunction with other potential funding sources. The scope of work includes a comprehensive engineering report/environmental information document, surveying, geotechnical investigations, design of improvements (including grit removal system rehabilitation, SBR rehabilitation, aerobic digester rehabilitation, filter media replacement, UV disinfection channel upgrades, and control system upgrades), assistance with easement procurement, managing the bid process, providing engineering services during construction and project closeout, and developing an emergency response plan. The selected firm must demonstrate familiarity with North Carolina Division of Water Infrastructure funding requirements and procurement standards, and ensure compliance with American Iron and Steel and Davis-Bacon requirements. Submissions must include firm information, work program timelines, water/wastewater experience, capacity and capability details, and project management information. At least three client references with contact information are required. Firms must be registered with the NC Secretary of State and the NC Board of Registration for Professional Engineers and Land Surveyors. The selected firm will be required to furnish proof of Professional Liability insurance coverage in the minimum amount of $1,000,000. The District encourages small and minority businesses, women's business enterprises, and labor surplus area firms to participate.
