Description
The State of Oregon, through CIS (a public entity risk pool providing insurance and risk management services to Oregon cities and counties), is soliciting proposals for Enterprise Risk Management (ERM) focused capital modeling services. The selected vendor will identify and categorize key financial risks, including reserving, underwriting, asset/credit, and operational risks. These risks will be quantified and aggregated to determine overall capital needs for the property, liability, and workers' compensation trusts, as well as two employee benefits trusts (EBS and AOCIT). The scope of work includes constructing a risk heatmap, measuring model sensitivity, comparing results to prior studies, and providing a written report and an Excel factor model for future updates. Deliverables also include a presentation of findings to management and the Board of Trustees, potentially in person or via Teams, with a final presentation at the CIS Board Retreat in December 2026.
