Description
The New York Power Authority (NYPA) is soliciting proposals for comprehensive waste transportation and disposal services. The selected contractor will be responsible for managing all aspects of waste, from its point of generation within New York State to its ultimate disposition. This includes providing all necessary labor, supervision, materials, equipment, laboratory facilities, transportation vehicles, fuels, tolls, insurance (including environmental liability), spill prevention equipment, and obtaining all required federal, state, and local permits and licenses. The scope of services covers various approved waste streams as listed in Schedule A. The contractor will be responsible for preparing appropriate labels, hazardous waste manifests, bills of lading, and Land Disposal Restriction (LDR) certification forms. They must also comply with the EPA's e-Manifest system for hazardous waste shipments. Transportation will be from various NYPA facilities and customer projects to approved disposal/recycling facilities. Vehicles must be equipped with appropriate safety and spill control equipment, and drivers must possess a Commercial Driver's License with a HazMat endorsement and a valid USDOT registration. The contractor will also be responsible for waste loading, securing, and cleaning up any spills. Final certification of proper recovery, reuse, or disposal in accordance with all applicable laws and regulations is required.
