Description
The New York Power Authority (NYPA) is seeking proposals for wastewater removal and disposal services for the Richard M. Flynn Power Plant located in Holtsville, New York. The services include loading, transporting, and disposing of between 7,000 and 60,000 gallons of wastewater from a storage tank and up to 1,000 gallons of biomass sludge from a holding tank. The wastewater originates from floor and equipment drains and will be transported to the Southwest Sewer District #3, Bergen Point Scavenger Waste Disposal Facility in West Babylon, NY. Routine shipments are estimated at 25,000 gallons every four weeks. The contract is anticipated to begin on or around January 1, 2027, and will be for a five-year period. Bids will be evaluated based on submitted pricing and demonstrated capabilities. The contractor must provide good judgment and proper work techniques in handling wastewater. The vendor will be responsible for properly loading wastewater, providing all necessary safety and protective equipment for their personnel, and analyzing the wastewater for proper disposal, including sampling and providing analytical data and final volumes to the Authority. All laboratories used must be Department of Health Certified. Vendors must respond and begin unloading and transporting wastewater within 24 hours of notification, and disposal must occur continuously until the requested amount is disposed of. Transport must be in dedicated vehicles not simultaneously used for other entities. Vendors must comply with all applicable Federal, State, and Local laws, rules, and regulations, including holding a valid Part 364 NYS DEC Transporter permit and a Suffolk County Scavenger Waste Discharge Permit. They must also comply with Suffolk County Discharge Certification requirements. Equipment and operators must comply with Department of Transportation, State, and Federal regulations. Vendors must be capable of responding within 2 hours for emergency work and provide copies of their OSHA 300 Log for 2024, 2025, and 2026. Following proper disposal, vendors shall provide certificates of disposal and complete Bills of Lading or manifests to the Operations Superintendent at the Richard M. Flynn Power Plant.
