Description
The Navajo Nation Department of Airport Management is seeking Statements of Qualifications from firms capable of providing on-call airport engineering and related professional services. The scope includes engineering programming and grant support; environmental, cultural-resource, biological-resource, wetlands, geotechnical, surveying, and technical studies; airport design and development; pavement, runway, taxiway, apron, drainage, lighting, signage, AWOS, fencing, security, access-road, facility, and fuel-farm work; and construction-phase services such as bidding assistance, construction administration, resident representation, observation, inspection, testing coordination, pay-application review, change management, compliance support, and project closeout. The procurement uses qualifications-based selection, with no price information evaluated with the SOQ. The selected firm will negotiate an on-call professional-services agreement and perform work only through individually authorized task orders. The anticipated agreement term is October 1, 2026, through September 30, 2031, with no guaranteed task-order volume or aggregate contract amount. The SOQ must address firm experience, technical approach, key personnel, capacity, references, participation approach, conflicts, required certifications and forms, and insurance capability.
