Description
The City of Statesboro Planning & Development Department is seeking qualifications from one qualified development partner—such as a nonprofit housing development organization or an entity seeking Community Housing Development Organization certification—to implement a Community HOME Investment Program-funded affordable housing project. The anticipated scope involves approximately six new single-family homeownership units for income-qualified, low-income households, although one section of the RFQ references nine homes. Services may include development planning and coordination, site development and project implementation, construction or construction-management oversight, contractor and subcontractor coordination, homebuyer and partner coordination, permitting, inspections, certifications, compliance, reporting, recordkeeping, payment requests, and project closeout. The selected partner must demonstrate affordable housing and new-construction experience, organizational and financial capacity, experience with federally or state-funded housing programs and income-qualified homebuyers, and the ability to comply with CHIP, HOME, HUD, Fair Housing, Equal Opportunity, Section 3, environmental, accessibility, MBE/WBE, and other applicable requirements. Qualifications will be evaluated on experience, capacity, financial stability, development approach, partnerships, references, and overall responsiveness.
