Description
Beaufort-Jasper Water & Sewer Authority is soliciting professional services to monitor approximately 1,000 acres of bottomland swamp and wetland forest associated with its Great Swamp discharge areas under NPDES Permit SC0047279. The scope includes quarterly and annual water-quality and stage monitoring; canopy, subcanopy, shrub, and herbaceous vegetation monitoring; benthic macroinvertebrate and fish sampling; specific-conductance profiling; threatened and endangered species observations; and planting 3,000 cypress seedlings annually. The selected firm must conduct at least four site visits during the one-calendar-year scope, provide laboratory and instrument costs, and prepare an annual report documenting monitoring activities for submission to the South Carolina Department of Environmental Services. The draft report is subject to BJWSA review, and final reports must be provided in hard copy and electronic formats. Proposers must have a South Carolina-licensed engineer on staff. The main proposal is limited to 20 pages, with a separate fee proposal, and must address qualifications, at least three relevant projects, key personnel, organizational structure, project approach, schedule, and at least three client references.
