Description
The Department of Veterans Affairs is seeking a contractor to provide quarterly comprehensive preventive maintenance and as-needed repair services for the Phoenix VA Health Care System's floor-cleaning equipment. The scope includes qualified personnel, labor, materials, tools, travel, supervision, transportation, technical expertise, OEM parts, and OEM-trained service representatives for handheld floor machines and burnishers, walk-behind scrubbers, ride-on scrubbers, vacuums, carpet extractors, dryers, polishers, and related equipment from manufacturers including Tennant, Nilfisk Advance, Kaivac, Karcher, Taski/Diversey, Sanitaire, and Drieaz. Services must be performed on site, generally within 40 hours per month, with repair-service response required within 72 hours of a request and arrival no later than 21 days after the request. The contractor must provide service reports, biannual equipment reports, online service-call and parts-order capability, consumables, and emergency or over-and-above repair support when approved. The solicitation contemplates a firm-fixed-price contract with a 12-month base period and four 12-month option periods, beginning January 1, 2027. Offers must include technical approach, detailed experience from the past three years, pricing, required vendor forms, SAM verification, applicable SDVOSB subcontracting certifications, and redacted and unredacted technical-proposal versions. Amendment 0001 adds a planned site visit at the Phoenix VA Healthcare System and requires acknowledgment of the amendment and registration for the site visit by October 19, 2026.
