Description
The California Public Utilities Commission’s Public Advocates Office is seeking a graphic design firm to create, edit, proofread, format, and lay out annual reports, annual presentations to the Legislature, and one standalone strategic report. Work includes charts and graphs, statistical representations, visual assets, branding, Adobe Stock photos, original graphics as needed, and electronic deliverables suitable for online publication and printing by another entity. The contractor must also develop associated communications templates and visual assets and may provide executive and management portrait photography, including coordination, image capture, editing, retouching, and formatting. The contract is deliverables-based for three years. Annual reports are approximately 25–35 pages and must be print-ready by December 21 of each contract year; annual presentations are approximately 10–15 slides and are expected to be completed two weeks before their legislative due dates. The strategic report is approximately 10–15 pages and is targeted for completion in fall 2026. Proposers must demonstrate at least three years of relevant graphic design experience, software proficiency, and experience producing government-mandated reports, provide a sample report, submit three references, and commit to 3% DVBE participation.
