Description
The City of Binghamton is accepting nonprofit applications for FY53 Community Development Block Grant (CDBG) service programs, CDBG capital improvements, and Emergency Solutions Grant (ESG) programs. CDBG service and capital requests must generally be at least $25,000; eligible capital work may include facility improvements such as HVAC, roofs, parking lots, accessibility improvements, carpeting, siding, and kitchen upgrades, while equipment purchases and other listed ineligible expenses are excluded. CDBG service activities must primarily benefit low- and moderate-income Binghamton residents. ESG applications may propose street outreach, emergency shelter, essential services, shelter operations, homeless prevention, rapid rehousing, or HMIS activities and require a minimum 1:1 match, participation in the applicable HMIS and Coordinated Entry System, and a letter of support from the local homeless coalition. Applicants must submit the applicable application, checklist, cover sheet, one-page narrative, budget tables, budget narrative, and required organizational attachments. CDBG applicants must submit proof of nonprofit status, articles of incorporation and bylaws, a board list, Form 990, and the most recent audit and management letter; ESG applicants have substantially similar attachment requirements plus the Homeless Coalition letter of support. Fifteen paper applications are required for CDBG, while the ESG instructions state fifteen applications in the introductory instructions but the checklist states eleven; a digital copy is also required. Applications are reimbursed after eligible expenditures, and awarded organizations must comply with HUD reporting, documentation, inspection, insurance, and program requirements.
