Description
The Federal Bureau of Prisons is soliciting a single-award, firm-fixed-unit-price requirements contract for comprehensive water chemical testing, treatment, equipment, materials, training, and consultation services at the Federal Correctional Complex Butner. The scope covers boiler, cooling tower, chilled-water, hot-water, closed-loop, and other water-based heat-transfer systems. The contractor must develop treatment programs, conduct testing and on-site analyses, provide treatment chemicals and testing supplies, furnish chemical-feed and monitoring equipment, maintain spare pumps, and provide corrective-action recommendations. The contractor must make biweekly site visits, submit monthly reports, provide quarterly testing materials, deliver at least eight hours of annual training for each applicable facility staff member, attend annual boiler inspections, and provide written operating procedures and testing instructions. Services are to be performed on-site and include compliance with applicable codes, manufacturer recommendations, security requirements, and facility working regulations. The contract includes one base year and four 12-month option years. Award will be based on aggregate price and past performance. The solicitation requires a Standard Form 1449, completed pricing schedule, professional references, a completed Business Management Questionnaire, related contract history, and a financial reference. A modification extends the quote deadline to October 9, 2026, and adds an on-site visit on September 21, 2026; interested attendees must submit the required background-check form by September 16, 2026, and may collect one supervised water sample of no more than 250 mL for off-site testing.
