Description
The Virginia Department of Transportation is seeking expressions of interest for up to three awards under a limited-services term contract for statewide professional geospatial services. The scope includes aerial photography and photogrammetry; aerial, terrestrial, and mobile LiDAR; GIS; construction, hydrographic, bathymetric, GPS, geodetic, control, topographic, route, hydraulic, drainage, final, as-built, closed, and boundary surveys; data fusion; UAS services; staff augmentation; traffic control; title reports or commitments; and subsurface utility designation and location services. Subsurface utility engineering must follow applicable ASCE guidelines, with quality levels A through D assigned by VDOT. Work must comply with VDOT and FHWA standards and use systems compatible with VDOT's OpenRoads Designer and MicroStation environments. All surveying must be performed by or under the direct supervision of a Virginia-licensed land surveyor. UAS, photogrammetry, and aerial LiDAR work must be supervised by a qualified Virginia-licensed survey photogrammetrist or land surveyor, and SUE work must be supervised by a Virginia-licensed land surveyor or professional engineer. The contract has an estimated value of $7,500,000 and will use fixed billable rates for individual assignments. Offerors must submit an Expression of Interest in two volumes through Bid Express, including technical qualifications, organizational capability, project examples, key-personnel resumes, administrative requirements, and applicable DBE/subconsultant documentation.
