The Defense Logistics Agency is planning an unrestricted, full-and-open competition for the manufacture and delivery of ten types of military dress cloth, including Air Force, Navy, Marine Corps, Army, and Coast Guard fabrics. The materials include poly/wool, wool, serge, tropical, washable, gabardine, elastique, and scarlet cloths identified by specific military specifications and National Stock Numbers. The procurement is expected to result in up to three fixed-price, indefinite-delivery, indefinite-quantity contracts with economic price adjustment and a 12-month base ordering period plus optional ordering periods. Quantities will be ordered in varying combinations of the ten cloths, with estimated annual quantities of 858,516 yards per lot. Offerors must submit a passing cloth sample test report and a socioeconomic program support plan; non-compliant firms must also provide a Berry Amendment transition plan. Technical merit will receive greater evaluation weight than price. Production lead time is 330 days for the initial delivery order, or 210 days when first-article testing is waived, and 180 days for subsequent delivery orders. Deliveries may be directed to designated third-party logistics facilities in Michigan, Texas, or Georgia. The materials are subject to domestic sourcing requirements under the Berry Amendment.
