Description
The Department of National Defence is soliciting offers for the production, packaging, labelling, and Delivered Duty Paid delivery of 235 g/m2 nylon/polyurethane-coated cloth printed in the CADPAT Multi-Terrain pattern, NSN 8305-20-012-6054. Canada estimates an aggregate requirement of approximately 150,000 linear metres over the standing-offer period, with possible additional quantities, but provides no minimum or maximum purchase commitment. Up to two standing offers will establish two distinct CADPAT production sources. The revised technical requirements increase the maximum acceptable finished-cloth mass to 290 g/m2 and reduce the minimum acceptable weft breaking strength to 725 N. Stiffness testing is waived for the bid-evaluation sample but remains applicable to final production; the gloss-of-coating requirement is waived. Colour compliance after laundering and near-infrared reflectance after five laundering cycles are not required. Offerors must submit a one-linear-metre physical finished-cloth bid sample, mandatory supporting technical documentation including accredited third-party laboratory test reports, a technical offer, pricing, required offer forms, and a CADPAT printing-facility declaration. A valid CADPAT non-disclosure agreement and any required design-authority authorization are required before access to protected CADPAT artwork or production of the material.
