gpn05 gdp1822 Gdp1822 gpn05 ADVERTISEMENT FOR BIDS CITY OF BUFORD BUFORD, GEORGIA 2023 PHMSA GRANT BUFORD HIGHWAY NATURAL GAS MAIN REPLACEMENT Project Number: 250308 The City of Buford (Owner) is requesting sealed Bids for the construction of the following Project: 2023 PHMSA GRANT BUFORD HIGHWAY NATURAL GAS MAIN REPLACEMENT Project Number: 250308 Bids for the construction of the Project will be received at the Buford City Hall located at 2300 Buford Highway, Buford, Georgia, until October 8, 2026, at 10:00 a.m. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: The project consists of the installation of approximately 16,500 linear feet of 6-inch high pressure steel gas main, including trenched and untrenched installation, line valves, connections, and other appurtenances. Obtaining the Bidding Documents Plans and specifications will be available on the first day of advertisement and will be open to inspection by the public. The Project will be awarded on the base bid. Written questions shall be submitted to the Issuing Office at GAbidding26@keckwood.com. Answers will be issued by addendum to all plan holders. Bid Security and Bonds Each Bid shall be accompanied by a bid guarantee in the amount of five percent (5%) of the bid price. The successful Bidder shall furnish a performance bond and a payment bond, each in the amount of one hundred percent (100%) of the contract price. Bidder Qualifications No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds either a Georgia State Contractor's License in compliance with O.C.G.A. ?? 43-14 and 43-41. Failure to provide the bidder's license or qualification number on the outside of the sealed proposal will result in rejection of the bid. Bidder shall also be a current subscriber to the Subscribed Regulatory Compliance Service (SRCS) Operator Qualification Program and shall provide satisfactory evidence upon request. Award If a Contract is awarded, it will be awarded to the lowest responsible and responsive Bidder whose Bid meets the requirements and criteria set forth in the Invitation for Bids. The Owner reserves the right to reject all Bids, to reject any Bid that is nonresponsive or not responsible, and to waive technicalities and informalities. The Owner will document and retain a written justification for any Bid that is rejected. Permits and Rights-of-Way All anticipated required federal, state, and local permits as well as required easements or rights of way for the project have been obtained. Federal Funding and Required Notices This project is funded, in part, by a PHMSA Federal Grant from the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration, and is subject to 2 CFR Part 200. Bidders must comply with the Build America, Buy America Act, Infrastructure Investment and Jobs Act, Pub. L. No. 117-58, ?? 7091170917, and 2 CFR Part 184. Iron, steel, manufactured products, and construction materials incorporated into the Project must be produced in the United States unless a published PHMSA or U.S. Department of Transportation waiver applies. This is an equal opportunity project. Description
The City of Buford is soliciting sealed bids for replacement of approximately 16,500 linear feet of 6-inch high-pressure steel natural gas main. The work includes trenched and untrenched installation, line valves, connections, and other appurtenances. The project is funded in part by a PHMSA federal grant and must comply with 2 CFR Part 200, the Build America, Buy America Act, the Infrastructure Investment and Jobs Act, and 2 CFR Part 184. Bidders must hold a compliant Georgia State Contractor's License and provide the license or qualification number on the outside of the sealed proposal. Bidders must also be current subscribers to the Subscribed Regulatory Compliance Service Operations Qualification Program and provide satisfactory evidence upon request. A 5% bid guarantee is required, and the successful bidder must furnish 100% performance and payment bonds.
