Description
The Housing Authority of the City of Los Angeles is soliciting firm-fixed-price bids for balcony upgrades at Harbor Riviera. The work includes structural demolition, repair, and replacement; new balcony framing and guardrail assemblies; waterproofing over affected deck surfaces; flashing, sealants, stucco, paint, and related finishes; temporary shoring and protection; permits and inspections; and coordination to protect residents and occupied units. Concealed deterioration beyond the identified work is treated as additional work subject to HACLA's written authorization and change-order procedures. Addendum No. 3 extends the bid deadline to October 21, 2026, before 11:00 a.m. Pacific Time, and incorporates an updated plot plan. It confirms that 2025 building codes govern, no hazardous-material survey or abatement is included, basement areas are for reference only, substitutions are generally not permitted for bidding, and bidders must include allowances for moisture testing, termite evaluation if needed, and painting exposed wood structural members. Bidders must acknowledge all addenda, including Addendum No. 3, with the signed acknowledgment included in the bid.
