Description
Martin County is seeking licensed contractors to dredge up to 650,000 cubic yards of sediment from the Sailfish Point Marina Channel, Federal Navigation Channel, Transition Area, and Impoundment Basin. The material will be transported and placed as beach and dune fill along approximately 3,900 feet of shoreline at Bathtub Reef Beach Park and Sailfish Point and 8,000 feet at St. Lucie Inlet State Park. The work includes hydraulic cutterhead dredging, sediment transport and placement, turbidity and environmental monitoring, vibration monitoring and control, beach tilling, erosion and escarpment management, equipment mobilization and demobilization, environmental protection, and related site restoration. Addendum 1 confirms that the prime contractor must own the required dredge equipment, including a hydraulic cutterhead dredge with a minimum 24-inch pump discharge for the Cut-1, Transition Area, and Impoundment Basin work and a minimum 14-inch pump discharge for the Sailfish Point Channel. The prime must self-perform at least 60% of the contract value and provide equipment, means and methods, a project schedule, key personnel, and qualifying similar-project experience, including Atlantic open-ocean tidal inlet work. The contractor must also hire an independent turbidity-monitoring firm and provide an experienced PSO on the dredge plant during active dredging. Beach-fill placement may begin January 2, 2027, and all beach-fill construction and equipment removal must be completed by April 30, 2027. The project may use federal, state, and local funding with applicable grant and flow-down requirements.
