Description
The City of Scranton is requesting qualification statements from an individual or firm to provide third-party Pennsylvania Uniform Construction Code services, including required residential, commercial, and industrial plan reviews, field inspections, and consultation under Act 45. The selected provider must be licensed and qualified for UCC plan reviews and inspections, process permits daily with a representative working from City Hall during business hours, and return commercial plan reviews within 30 days and residential plan reviews within 15 days. The scope also includes 24-hour, seven-day-a-week availability for inspection requests; inspections for certificates of occupancy, releases of condemnations, and other City needs on Mondays, Wednesdays, and Fridays; annual inspections on Tuesdays and Thursdays; assigned personnel qualifications and experience; a comprehensive fee schedule; references, particularly from Pennsylvania municipalities; and practical experience with a municipality of similar size. Proposals must include the specified qualifications, work plan, pricing, required affidavits, insurance information and certificate, regulatory-compliance and litigation statements, and relationship disclosures.
