Description
The Commonwealth of Pennsylvania, Department of Labor and Industry, on behalf of the State Workers' Insurance Fund, is procuring independent actuarial services for workers' compensation insurance. The contractor will evaluate loss and loss adjustment expense reserves, policyholder surplus, premium deficiency reserves, loss projections, claim development trends, catastrophic and lifetime claims, retrospective analyses, reserve differences, discount factors, and related financial and actuarial matters. Required deliverables include actuarial reports and opinions, Actuarial Opinion Summaries, loss ratio and premium analyses, annual claims reviews, peer-review information, supporting spreadsheets, and meetings with SWIF accounting and actuarial staff. The lead consultant must belong to the American Academy of Actuaries, Society of Actuaries, or Casualty Actuarial Society, and the bidder must document at least two years of actuarial experience, Pennsylvania workers' compensation experience, and experience serving the Commonwealth and SWIF. This is a fixed-price annual services procurement awarded to the lowest responsive and responsible bidder. The initial term is one year with four successive one-year renewal options, subject to a three percent annual escalation limit for option years. Bidders must enter semiannual pricing in the Commonwealth's SRM system and submit the required forms and experience documentation; no separate technical or cost proposal is required. Appendix A exhibits are post-award deliverables and are not part of the bid submission.
