Description
The City of Scranton is soliciting proposals for scheduled and emergency maintenance of City-owned traffic control devices for a period not exceeding two years. The work will be performed on a time-and-materials basis using proposed hourly rates for manpower and trucks, plus a markup for materials and supplies. The contractor must provide transportation, tools, test equipment, materials, 24/7 on-call response, emergency repairs, documentation, and traffic maintenance and protection in accordance with Pennsylvania requirements. The contractor must meet specified response times, including one hour for weekday daytime notifications, one and one-half hours for notifications at other times, immediate dispatch for dangerous conditions, and restoration requirements for emergency pole replacement. Personnel performing electrical work must hold current IMSA Traffic Signal Technician Level II certification. Proposals must include a work plan, experience and references, personnel information, pricing, required affidavits, insurance information and certificate, relationship disclosures, and proof of applicable registrations, certifications, licenses, and IMSA certification.
