Luzerne County seeks a qualified third-party administrator to provide professional workers’ compensation claims administration and medical management for the County’s self-insured program. Services include reviewing claims and determining compensability, establishing reserves, processing or denying claims within delegated authority, filing required Pennsylvania workers’ compensation forms, maintaining claim files, and providing regular payment, loss-run, and financial reports. The administrator will also support claim investigations, subrogation, hearings, litigation coordination, medical bill repricing, and communication with injured employees and County staff. Proposals must describe the organization, staffing, qualifications and experience, claims-handling approach, communications, security and continuity practices, and transition plan. Responders must also provide pricing for the requested services and a sample professional services agreement. The contract is stated as a three-year term in the agreement provisions, while Appendix A describes an initial one-year term with two one-year extensions; the solicitation therefore contains conflicting term language. Subcontracting requires the County’s prior written consent, and the instructions state that submitting with the intent to subcontract the contract may be grounds for rejection unless prior written approval is obtained.
