Description
Mericle River Road, LLC is soliciting a single prime contractor to construct an approximately 0.5-mile railroad spur connecting to the existing L&S Railway in Jenkins Township. The work includes subgrade preparation, ballast, new timber cross ties, 115-pound rail, a mainline turnout, track alignment and surfacing, drainage-related work, auxiliary track items, and concrete-panel grade crossings. The project plans identify approximately 2,145 feet of proposed Track A, multiple crossings, a derail, bumping post, and related rail infrastructure. Bidders must be PennDOT prequalified under Publication 408 and submit the required prequalification certification and applicable capacity rating. The bid is unit-price based and must include a 10 percent bid bond; the successful bidder must provide performance and payment bonds in amounts equal to 100 percent of the contract price, plus a maintenance bond. Pennsylvania prevailing wages, United States steel requirements, railroad protective insurance, railroad coordination and inspection requirements, employment-verification forms, qualification information, and other state and funding-agency requirements apply. The project manual states that all work must be completed and ready for final payment by December 15, 2026, with liquidated damages of $5,000 per day for delay.
