Description
The Commonwealth of Pennsylvania, through its Department of General Services, is conducting a Request for Information to assess market interest and development capacity for the potential redevelopment or reuse of the vacant White Haven Center property. The site comprises approximately 182.72 acres and approximately 525,000 square feet across 23 residential, administrative, recreational, and utility buildings, with S-1 Special Purpose Institutional Use zoning. Potential concepts include light industrial, manufacturing, warehousing, logistics, a data center, renewable energy, conservation and open space, housing, active recreation, educational uses, and healthcare or social services. Respondents may propose an outright sale, a long-term ground lease or public-private partnership, or a hybrid structure. Responses must provide an organizational overview, development concept, preferred transaction structure, financial capacity and comparable development experience, and a non-binding indication of value or consideration, limited to 10 pages. This RFI is for market research and planning only and will not result in a contract award or property sale.
