Description
The City seeks a turnkey carnival operator for its July 8–10, 2027, event. The contractor will plan, set up, operate, and dismantle the carnival; provide staffing, equipment, utilities, permits, supplies, generators, and electrical distribution; and handle daily trash collection and final cleanup. The carnival must include at least 20 rides, including a large Ferris wheel and a mix of Spectacular, Major, and Kiddie rides; at least 15 game booths; and at least five food booths. The proposal must identify the ride mix and include a proposed layout. The contractor must meet applicable safety, inspection, permitting, and insurance requirements; coordinate the layout and security planning with the City; and provide 150 all-day wristbands at no cost, along with discounted presale wristbands. The contractor will pay the City a $35,000 minimum guarantee and $3,500 for concession rights, plus 35% of gross ticket sales above $150,000 after applicable sales tax. Proposals must describe the operating approach, rides and layout, qualifications, and at least three references for carnival services provided within the past three years. The contract term is one year, with up to three additional one-year renewals by mutual agreement.
