Description
The El Paso County Hospital District, doing business as University Medical Center of El Paso, is seeking proposals from qualified EMS providers for a contractual partnership supporting a hospital-based ECMO, specialty care, critical care, and interfacility transport program. The service area includes El Paso County, surrounding West Texas, and Southern New Mexico, including Southeastern New Mexico. UMC anticipates providing a dedicated specialty transport ambulance, ECMO and advanced clinical equipment, and qualified clinical personnel. The selected EMS partner would provide licensing, franchise authority, staffing, operational infrastructure, regulatory compliance, vehicle and equipment readiness support, dispatch and transport coordination, and other services required for a sustainable program. Proposed models may include ECMO retrieval, mechanical circulatory support, cardiogenic shock, advanced mechanical ventilation, specialty and conventional critical care transport, and selected interfacility transfers. Respondents must address partnership structure, staffing and coverage options, medical direction, geographic coverage, maintenance and backup resources, billing and compensation arrangements, implementation, costs, and operational limitations. The proposal must include a cover letter, letter of intent, executive summary, scope and qualifications, fee proposal, completed UMC forms, and at least three references.
