Description

The U.S. Army is soliciting a contractor to provide non-personal ground ambulance services supporting two ambulances at Fort Polk and the Fort Polk Operational Area–Ranges in Louisiana. Services must operate continuously, 24 hours per day, seven days per week, including holidays, and include advanced life support, emergency response and transport, aeromedical evacuation-site transports, field ambulance support, emergency exercises, and installation events. The contractor must provide an EMS medical director, EMTs, paramedics, and a senior paramedic serving as the on-site program manager. The Government will furnish ambulances, fuel, maintenance, insurance, medical supplies, communications equipment, and other specified equipment; the contractor must provide personnel, housing accommodations, a First Due electronic patient-care-record solution, three iPads, a printer, licenses, background checks, and required insurance. The proposal must address technical capabilities, staffing and personnel qualifications, vehicle and equipment readiness, contingency operations, quality control, regulatory compliance, and continuity of essential services during crises. Offerors must submit three recent and relevant project summaries, complete the provided SF 1449 blocks, provide a 90-day price-hold statement, complete applicable solicitation provisions or provide SAM confirmation, and complete the pricing worksheet. The solicitation requires Louisiana-licensed healthcare providers, current certifications and credentials, and medical liability insurance of at least $1,000,000 per occurrence for each healthcare provider. The base performance period is April 1, 2027, through September 30, 2027, followed by four one-year option periods through September 30, 2031.
