Description
The U.S. Army is soliciting a firm-fixed-price IDIQ contract for on-demand emergency aeromedical evacuation services for U.S. Army Corps of Engineers personnel and dependents. The contractor must maintain 24/7/365 readiness, provide a dedicated or on-call pressurized fixed-wing multi-engine aircraft, and transport patients bedside-to-bedside from Bucholz Army Airfield on Kwajalein Atoll, Republic of the Marshall Islands, to a receiving medical facility in Oahu, Hawaii. The scope includes aircraft, flight and medical crews, advanced life-support and critical-care equipment, blood products, flight planning and clearances, and ground ambulance coordination in Oahu. Aircraft must be ready for patient pickup within 24 hours of mission notification. The solicitation requires a written technical proposal of no more than 15 pages, pricing for every CLIN and all five ordering periods, and an essential contractor services continuity plan. The contract includes five 12-month ordering periods, with availability/standby fees and up to two aeromedical evacuation flights per ordering period. The minimum guaranteed contract amount is $500.00; the maximum dollar value is not established and will depend on awarded unit prices. The procurement is evaluated on technical capability and price, with no past-performance evaluation factor.
