Description
The City seeks an outside attorney or law firm to serve as its contract City Attorney, with a designated lead attorney and qualified backup. The work includes general municipal and governance advice; review and preparation of legal documents; attendance at regular Council meetings in person; procurement, public works, property, land-use, environmental, utility, finance, personnel, and labor advice; and support with claims, litigation coordination, training, and legal updates. The City may separately retain specialty counsel, and litigation or administrative representation requires authorization. Proposals must address the full scope, staffing and continuity, service and transition plans, references, sample work materials, pricing, and required certifications and disclosures. The required package includes completed Exhibits A, B, D, and E. The core narrative is limited to 25 pages, with specified exclusions, and narrative text must be at least 11 points. Submit one searchable PDF by email; the RFP document notes that the City-approved agreement and finalized insurance schedule were not included and must be identified as missing rather than presumed.
