Description
The San Gabriel Valley Council of Governments is establishing a bench of one or more consultants to provide on-call technical assistance for its Affordable Housing Incubator. Services may support affordable housing preservation; affordable housing development, financing, site analysis, real estate transactions, and conceptual design; housing policy development and implementation, zoning, housing-element compliance, and environmental analysis; and affordable homeownership and Community Land Trust support. The resulting master services agreements will provide no guaranteed level of work. The agency anticipates approximately three to five projects during the contract term, with work issued through task orders and potentially additional competitive processes. Proposers may respond to multiple focus areas but must submit a separate response for each; a separate electronic cost proposal with hourly rates is also required. The proposal must include a cover letter, discipline-specific technical proposal, staffing and project organization information, required proposal forms, and references, including at least three references for related experience and five current client references.
