Description
The City of Royal Oak is issuing a Request for Information regarding the potential redevelopment of approximately 1.44 acres at 300 S. Center Street, currently associated with the former 3rd Street Parking Garage. The City is seeking conceptual development approaches rather than binding bids or proposals, with potential concepts including mixed-use development, residential density, active retail or restaurant uses, public parking, a publicly accessible plaza, terrace, or rooftop, signature architecture, sustainability measures, and restoration of the pedestrian connection through to Washington Avenue. Respondents should describe their interest and general development approach, conceptual uses and scale, alignment with the City's redevelopment priorities and Master Plan, proposed property-disposition structure, potential public-private partnership or incentive tools, anticipated timeline, relevant developer experience, comparable project outcomes, conceptual financial feasibility, recommended public participation, and a recommended procurement approach for a future phase. Responses are limited to 20 pages, excluding firm qualifications and project sheets, and may include renderings, precedent imagery, and diagrams. This RFI will not select a developer or create a contractual commitment; the City may later issue an RFQ, RFP, negotiate a partnership, or revise its objectives.
