Description
The City of Midland is soliciting a contractor for a comprehensive renovation of the 18-hole Roadrunner Golf Course at The Courses at Hogan Park. The scope includes clearing and grubbing; mass and finish grading; greens, tee, and bunker construction; drainage; concrete cart paths and curbs; a cart bridge; landscaping; soil preparation; grassing; and cleanup. The project also includes a new irrigation system with HDPE mainlines and laterals, sprinklers, valves, controllers, electrical and communication wiring, testing, as-built documentation, and related training and warranty services. Bidders must provide all labor, materials, equipment, supervision, and coordination required for the work. Proposals are evaluated on qualifications, references, years in business, project manager experience, implementation plan, and cost. The submission requires the completed bid forms and schedules, addenda acknowledgment, certificate of discrepancies, applicable substitution requests, bid bond, conflict-of-interest questionnaire when applicable, non-collusion statement, qualification information, and other specified proposal materials. The solicitation requires a five percent bid guaranty and, for bids exceeding $50,000, performance and payment bonds equal to 100 percent of the contract price. Construction is scheduled to begin in November or December 2026, with completion dates stated in the documents ranging from July 16 to August 31, 2027; bidders should resolve this discrepancy before submitting.
