Description
The Delaware State Housing Authority, on behalf of the Delaware Housing Real Estate Company, is soliciting proposals from qualified architectural firms to provide comprehensive design and related services for converting and renovating existing properties into homeless shelters with wraparound services. The Kent County project involves adaptive reuse of a former hotel, including renovation of guest rooms and common areas and conversion of ballroom and other large spaces into a medical or health-services facility, commercial kitchen, dining and pantry areas, and other supportive-service spaces. A Sussex County site has not yet been identified, but similar requirements are anticipated. The scope includes existing-condition assessment and programming; schematic design, design development, and construction documents; coordination of medical, commercial-kitchen, residential, and shelter design; code, zoning, accessibility, engineering, permitting, and federal-funding compliance; general-contractor bid and vendor-selection services; construction administration; site visits; submittal and RFI review; and schedule coordination. Respondents must be Delaware-licensed registered architects with comparable renovation or adaptive-reuse experience and federally funded project experience. Proposals may include qualified partners or subcontractors. Required submission materials include firm information, a litigation disclosure form, qualifications and experience, at least five comparable projects, at least three recent references, project approach, partnership or subcontracting plan if applicable, federal compliance statement, key personnel, a phase-based fee proposal for the Kent County location, and a professional-liability insurance certificate.
