Description
Dona Ana County is soliciting qualifications-based proposals for pre-employment psychological testing services through a potential single- or multi-award contract. Services cover law enforcement, detention center, court security and transport, and firefighter/EMS personnel, with additional fit-for-duty psychological evaluations available on an as-needed basis. The contract term is from award through June 30, 2027, with up to three additional one-year renewal terms. The required process includes psychological testing, an in-person face-to-face interview, a Police Dilemma Questionnaire or Detention Dilemma Questionnaire as applicable, a written narrative report, the New Mexico Law Enforcement Academy LEA-4 form where applicable, and an informed consent/release of information form. Testing must address reading ability, psychopathology, and normal personality functioning. Reports must incorporate interview and testing results, discuss clinically significant findings and job-performance impact, and address the candidate’s ability to perform essential job functions; reports are due within five working days of testing. Services must be performed by a New Mexico-licensed psychologist, or by a psychologist obtaining appropriate supervision under American Psychological Association ethical standards. Offerors must demonstrate at least five years of relevant law-enforcement psychological-services experience and at least two years of psychological test-interpretation experience.
