The State of Delaware, through the Office of Management and Budget, Division of Facilities Management, is soliciting bids for the restoration of stained glass windows at Reith Hall, located at 304 S. Governors Ave., Dover, Delaware. The project involves the removal of existing leaded stained-glass windowpanes from wood frames, restoration and renovation of the windowpanes, cleaning and refinishing of the wood frames, reinstallation of the restored windowpanes, and installation of new tempered glass protective covers in custom-built, powder-coated aluminum frames over all existing stained glass windows. A mandatory pre-bid meeting is scheduled for September 1, 2026, at the office of Becker Morgan Group, Inc. in Dover, followed by a site visit. Bids are due electronically via the Bonfire Portal by September 16, 2026, with a public bid opening at Haslet Armory in Dover. The project includes a contingency allowance of $10,000. Prevailing wage rates apply. Performance and payment bonds are required.
