Description
The Bureau of Reclamation is soliciting a single-award, firm-fixed-price Indefinite-Delivery/Indefinite-Quantity contract for five years to repair cavitation damage on turbine runners at the Hungry Horse Power Plant. Work will be performed under task orders during scheduled maintenance outages and includes runner inspection, authorized metal removal, weld preparation, flux-cored arc welding, finish grinding of hydraulic profiles, non-destructive examination, and removal of specified blade extensions on Unit G1. The contract covers Units G1 through G4 and includes contractor quality control, safety and industrial-hygiene programs, scaffolding, waste management, scheduling, and a web-based contract document management system. The IDIQ has a guaranteed minimum of $2,500 and a maximum cumulative value of $1,400,000; individual task orders may not exceed $1,400,000. The solicitation is a 100% small-business set-aside and requires a bid guarantee, performance and payment bonds, liability insurance, qualified welding personnel and inspectors, and compliance with Buy American and federal construction-wage requirements. The solicitation also requires a new bid from firms that bid under the predecessor solicitation 140R1026B0003.
