Description
Flathead County is seeking an individual or firm to provide professional commissioning-agent services for a new Public Safety Facility. The scope covers construction, acceptance, occupancy, and warranty-period activities for mechanical and plumbing systems, lighting controls, building automation, fire detection and alarm systems, electrical systems, test-and-balance oversight, functional performance testing, commissioning documentation, operator training, and seasonal testing. The facility includes a detention center, Sheriff's Department spaces, medical and support areas, a courtroom, and related operational spaces. The selected firm will prepare commissioning plans, checklists, testing protocols, schedules, contract summaries, training plans, site-visit reports, deficiency documentation, and a final commissioning record. Proposals must address the firm's experience, organization, key staff, availability, relevant projects, test-and-balance experience, control-strategy optimization, and fixed lump-sum pricing. The proposal is limited to 15 single-sided pages, excluding specified items, and must include the completed commissioning firm experience form and cost proposal form. The County intends to execute a three-year agreement covering the anticipated construction timeline.
