Missoula County is seeking a professionally qualified economic consulting team to provide independent analysis and technical support for reviewing private development applications requesting Tax Increment Financing assistance and for creating and administering Targeted Economic Development Districts. Services may include fiscal impact analyses, market feasibility studies, economic impact assessments, financial gap or “but for” analyses, tax-increment projections, public-return-on-investment analysis, market research, and comparable-project analysis. The consultant will work on an as-needed basis through project-specific task orders, with an anticipated one to three task orders per year. Deliverables will include draft and final written reports with analysis, recommendations, and illustrative diagrams or charts when appropriate, as well as presentations to citizen advisory boards and the Board of County Commissioners as needed, either in person or through Microsoft Teams. Responses must include a letter of interest, company and personnel qualifications, relevant firm experience, and at least three references. The response is limited to 10 single-sided or five double-sided pages, and cost proposals must provide task-order-based hourly rates.
