Description
The Air Force Research Laboratory is soliciting proposals for the Precise Ensemble Network Communications Allowing Positioning, Navigation, and Timing (PENCAP) effort. The project aims to develop a network clock ensemble and implement it on a VPX card capable of running pntOS. The contractor will deliver prototype cards, networking methods, and an ensemble algorithm designed to be robust in dynamic environments, with features for stability evaluation, trustworthiness, source validity, and outlier rejection. The network method will be designed for resilient dissemination of timing and stability information, adaptable to various existing communication links on aircraft and configurable in different network topologies. It will also incorporate node authentication to ensure integrity. The developed ensemble algorithm and network method will be implemented on a COTS 3U VPX card, modified to function with pntOS, with an emphasis on open standards for data and physical interfaces. The project includes simulated, lab, and flight tests to demonstrate the system's capabilities. Qualified U.S. contractors must request the Statement of Objectives (SOO) by contacting Gabriel Berner (gabriel.berner@us.af.mil) and Kathryn Skaleski (kathryn.skaleski@us.af.mil), and attaching a certified DD Form 2345. The SOO will be provided via the DoD Safe Website upon confirmation of eligibility.
