Description
The 772nd Enterprise Sourcing Squadron is seeking innovative commercial design and engineering partners for a comprehensive, site-specific design package and subsequent physical construction of rapidly deployable Earth-Covered Munitions storage facilities at Dover Air Force Base. The requirement has two lines of effort: LOE 1 for design and planning, and LOE 2 for physical construction, using a progressive design-build delivery method and an Other Transaction Agreement. The proposed facilities must safely store up to 500,000 pounds of Hazard Division 1.1 explosives, achieve a Department of Defense Explosives Safety Board 7-bar headwall designation, comply with UFC 4-420-01 and applicable DDESB requirements, and integrate blast resistance and environmental controls. Respondents must address innovative construction methods such as advanced formwork, rapid-curing materials, modular structural arches, or comparable commercial methodologies; provide a firm, open-book Guaranteed Maximum Price and detailed schedule; and demonstrate a mission-ready facility within 12 months, with targeted reductions of at least 30% in schedule and 20% in cost compared with traditional construction. The Phase 1 Solution Brief must be no more than five pages, excluding the title page, and must include the requested technical approach, milestone schedule, company information, revenues, go-to-market strategy, and at least three relevant completed projects within the past 10 years with a combined value of at least $10 million.
